About the Center for Applied Management Practices

Our Mission

To create and provide innovative management tools, technology, training, and evidence based research practices that support the management and accountability of non-profit and governmental agencies.

History

The Center for Applied Management Practices, Inc., (CAMP) founded and incorporated in 1998, is located in Camp Hill, Pennsylvania, nearby the state capital, Harrisburg. We are less than two hours west of Philadelphia and 90 minutes north of Baltimore, Maryland. CAMP is a federally recognized disabled veteran owned small business whose President, Eric Healy, is a combat veteran of the second Iraq War.

Affiliations

CAMP is affiliated with Temple University Harrisburg and Temple NEST (Nonprofit Evaluation Services and Training Center). CAMP and Temple University staff and faculty collaborate on training projects and curriculum development in the area of case management and in the research and evaluation of discretionary programs funded by the U. S. Department of Housing and Urban Development. Temple University can issue professional certification on specific training programs offered by CAMP.

CAMP is also affiliated with Progress Resources Inc., a private non-profit organization that offers training, technical assistance and hands-on management support to private non-profit organizations.

CAMP also has several strategic partners in the area of technology including Adsystech Inc., of Silver Spring, Maryland, Design Data Corporation of Lancaster, Pennsylvania and M. Street Associates of Strasburg, Pennsylvania, organizations that are engaged in software development and support.

Staff

Eric Healy, President

Eric began his career in CAMP while still a student and earned a B.S. and M.B.A. from the Pennsylvania State University and a M.Ed. from Temple University. He served in the U.S. Navy during the second Iraq War (Operation Enduring Freedom) and while in the Navy earned certification in Microsoft, Cisco and Intel products. Eric is part of the eLogic Model® software development and support team in addition to his administrative and management responsibilities.

Frederick Richmond, Founder and CEO

Fred is the founder of CAMP having started as a hospital administrator with an M.S./M.H.A. from The Ohio State University and is a veteran having served as a Commissioned Officer in the U.S. Public Health Service. In addition to positions with both federal and state government, Fred held key management positions with a Pennsylvania statewide children´s research and advocate organization where he served as the state´s first Kids Count Director and was one of the team that created the Children´s Health Insurance Program in Pennsylvania which served as the model for the national Children´s Health Insurance Program. Fred also co-founded the Virtual Outcomes College which after federal funding in 2001, became the National ROMA Peer-To-Peer Train-The-Trainer Program. Fred directed the team that created the eLogic Model® and derivative eLogic Model software applications.

Manuel Valentin, Senior Manager, IT Director

Manny brings a wealth of experience to his position having held direct service and key management positions in the Community Action field. He received his B.A. in Psychology from Millersville University where he also completed coursework on a graduate degree in Clinical Psychology. Manny is one of the founders of the national Fatherhood Initiative. Manny holds the C.C.A.P (Certified Community Action Professional) from the Community Action Partnership and is a certified ROMA (Results-Oriented Management and Accountability) Trainer and Master Trainer with the National ROMA Peer-to-Peer Train-The-Trainer Program. He was the first bilingual (Spanish-English) trainer who received certification and has subsequently trained over ten Spanish speaking trainers. Manny is the co-author along with Frederick Richmond of The Accountable Case Manager. Manny also serves as CAMP´s IT Director and develops and codes custom eLogic Model® software applications for use in non-profit and governmental agencies. Manny is the founder of the Latino-Hispanic Professional Association and serves on the board of Estamos Unidos of Pennsylvania.

Benjamin Richmond, Research Assistant and Software Coordinator

Ben works on a variety of projects in the areas of housing and technology and provides support to the eLogic Model® software applications. He is also a candidate for certification as a ROMA trainer and is also a student pursuing his degree in Special Education.

Affiliated Staff

Barry Nazar, Senior Consultant

Barry Nazar, D.P.A., holds the senior consultant position with CAMP and is a senior research associate at Temple University Harrisburg. Barry has extensive local government experience having held positions as Deputy Director of Human Services (6 yrs), Deputy Director of Economic Development (6 yrs.), and Program Evaluator of Drug & Alcohol Programs (8 yrs.) for Dauphin County PA. He has published research in the areas of anthropology, psychology, physiology, and pharmacology, and his doctoral studies utilized computer simulation methodology. He earned the Certified Financial Planner and the Certified Economic Development Finance Professional designations and developed a practice in small business consulting with an emphasis on loan packaging for health care practitioners. In addition to his teaching and research responsibilities at Temple University, Barry is one of the developers of the eLogic Model® and conducts research and analysis for CAMP in the areas of housing, financial management and grantsmanship.

Chad Harnish, IT Consultant

Chad is the Director of Technology for Temple University Harrisburg. He is the principle IT consultant for CAMP´s U. S. Department of Housing and Urban Development eLogic Model™ project. As the principal of M. Street Associates, his organization provides technical support for the eLogic Model® Manager. Chad received his B.S. in Computer Science from Millersville University.
